Established by the NGO Consulting and Development Partners (CODE Partners), ARKA has created a unique ecosystem where the energy of international digital nomads meets the untapped potential of local Albanian youth.

Since opening its doors in 2015, ARKA’s primary mission has been to provide local youth with the tools they need to thrive in a globalized economy. Through a variety of targeted programs, the center acts as a springboard for young talent:
- The Leadership Academy: ARKA fosters civic engagement and ethical leadership, empowering over 3,000 young people to take active roles in their community.
- The Start Up Academy: By providing mentorship, business training, and seed funding, ARKA helps young micro-entrepreneurs turn creative ideas into sustainable businesses.
- Digital & Vocational Skills: From computer literacy to specialized workshops, the center bridges the “skills gap,” ensuring local youth are ready for the digital job market.

Digital nomads often live in “bubbles,” moving from city to city without ever truly connecting with the local population. ARKA breaks this cycle.
